        Introduced  by  Sen. JACKSON -- read twice and ordered printed, and when
          printed to be committed to the Committee on  Energy  and  Telecommuni-
          cations

        AN  ACT  to  amend  the  energy  law, in relation to requiring an annual
          report on appliance and  equipment  energy  efficiency  standards  and
          resulting energy and utility bill savings; and providing for repeal of
          such provisions upon expiration thereof

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 16-106 of the energy law is amended by adding a new
     2  subdivision 4 to read as follows:
     3    4. Beginning in two thousand twenty-one, by March  fifteenth  of  each
     4  year,  the secretary shall produce a report to the governor, the speaker
     5  of the assembly, the temporary president of the senate, the chair of the
     6  assembly committee on energy and the chair of the  senate  committee  on
     7  energy  and telecommunications on the status of regulations establishing
     8  energy efficiency performance standards pursuant to this article,  which
     9  shall indicate for each product enumerated in subdivision one of section
    10  16-104  of this article whether such performance standards have been (a)
    11  adopted, (b) proposed, or (c) determined  to  be  preempted  by  federal
    12  government  energy  efficiency  standards.  For any product that has not
    13  been determined by the secretary to be preempted by  federal  government
    14  energy efficiency standards and for which regulations establishing ener-
    15  gy  efficiency  performance standards have not been proposed, the report
    16  shall set forth the reasons that no standards have been proposed. Begin-
    17  ning in two thousand twenty-two, such report shall also  set  forth  the
    18  estimated potential annual reductions in energy use and potential utili-
    19  ty  bill  savings  resulting  from adopted performance standards for the
    20  years two thousand twenty-five and  two  thousand  thirty-five  and  the
    21  potential cumulative reductions in energy use through the year two thou-
    22  sand  thirty-five.  The  secretary  shall  consult with the president in

     1  preparing such estimates. Such report shall be updated each year  and  a
     2  copy  shall  also  be  posted  by March fifteenth on the websites of the
     3  authority and the department of state.
     4    §  2.  This  act shall take effect immediately and shall expire and be
     5  deemed repealed December 31, 2030.
