          printed to be committed to the Committee on Children and Families

        AN ACT to amend the social services law and the public  health  law,  in
          relation to home visiting programs

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 483-h of the social services  law,  as  amended  by
     2  chapter 34 of the laws of 2018, is amended to read as follows:
     3    §  483-h. Internet mapping resource of school age child care providers
     4  and afterschool and home visiting programs. 1. The council,  in  accord-
     5  ance with information made available to it by the office of children and
     6  family  services  pursuant  to  section seventeen of this chapter [and];
     7  information provided to [it] the council by the state education  depart-
     8  ment  pursuant  to  section three hundred five of the education law; and
     9  information provided by the department of health pursuant to section two
    10  hundred one of the public health law, shall develop and  make  available
    11  through a link on its website an internet mapping resource of:
    12    (a)  all  recipients  of competitive grants awarded or administered by
    13  the state office of children and family services or the state  education
    14  department  for  the  purpose  of  providing:  afterschool  programs  or
    15  extended learning time, including but not limited  to  grants  for  such
    16  purposes  awarded  under  section  thirty-six  hundred  forty-one of the
    17  education law; [and]
    18    (b) all registered school age child care providers registered  by  the
    19  office  of  children and family services except for those who in accord-
    20  ance with [paragraph] subdivision eight-a of section three hundred nine-
    21  ty of this chapter have opted out of providing information online; and
    22    (c) all home visiting programs that meet the criteria as  required  by
    23  section  four  hundred twenty-nine of this chapter regardless of whether
    24  they have a contract with or  receive  funding  from  the  state,  which
    25  provide  the  necessary information to the office of children and family

     1  services required pursuant to subdivision (i) of  section  seventeen  of
     2  this  chapter,  or the department of health as required by paragraph (w)
     3  of subdivision one of section two hundred one of the public health law.
     4    2.  The internet mapping resource shall include the following informa-
     5  tion for each grant recipient [or], provider or program: (a) the recipi-
     6  ent's, or provider's or program's name; (b), the address  at  which  the
     7  recipient,  provider  or  program  is  offered  except  for those who in
     8  accordance with [paragraph] subdivision eight-a of section three hundred
     9  ninety of this chapter have opted out of providing  information  online,
    10  [and];  (c) the phone number for the recipient, provider or program; and
    11  (d) a general description of eligible individuals and families served by
    12  the particular recipient, provider or program.
    13    3. The internet mapping resource described in subdivision one of  this
    14  section shall be updated no less than once a year.
    15    4.  The  council  may include locations and information for additional
    16  relevant programs as it sees fit.
    17    § 2. Subdivision (i) of section 17 of  the  social  services  law,  as
    18  amended  by  chapter  34  of  the  laws  of  2018, is amended to read as
    19  follows:
    20    (i) make available to the council on children and families information
    21  regarding: (1) all recipients of grants awarded or administered  by  the
    22  office  of  children  and  family services for the purposes of providing
    23  afterschool programs; [and] (2) registered school age child care provid-
    24  ers registered by the office of children and family services[. For  each
    25  grant  recipient or provider the recipient's or provider's name, and the
    26  address at which the program is offered except for those who in  accord-
    27  ance  with  paragraph  eight-a  of  section three hundred ninety of this
    28  chapter have opted out of providing information online,  and  the  phone
    29  number  for  the program will]; and (3) home visiting programs that meet
    30  the criteria as required by section four  hundred  twenty-nine  of  this
    31  chapter regardless of whether they have a contract with or receive fund-
    32  ing  from  the state.   Such information shall be provided in accordance
    33  with the requirements set forth  in  subdivision  two  of  section  four
    34  hundred  eighty-three-h  of this chapter. Such information shall be made
    35  available no less than once a year; and
    36    § 3. Section 429 of the social services law is amended by adding a new
    37  subdivision 8 to read as follows:
    38    8. Any home visiting program that meets  the  criteria  delineated  in
    39  this  section as determined by factors set by the office of children and
    40  family services and the department of health, regardless of whether such
    41  program contracts with or receives funding from the state,  may  provide
    42  the  necessary information to such offices as is required by subdivision
    43  (i) of section seventeen of this chapter or paragraph (w) of subdivision
    44  one of section two hundred one of the public health  law  in  order  for
    45  their  program  to  be  made  available on the internet mapping resource
    46  maintained by the council on children and families pursuant  to  section
    47  four hundred eighty-three-h of this chapter.
    48    §  4. Subdivision 1 of section 201 of the public health law is amended
    49  by adding a new paragraph (w) to read as follows:
    50    (w) make available to the council on children  and  families  informa-
    51  tion,  in  a  format  identified by the council, regarding home visiting
    52  programs that meet the criteria as  required  by  section  four  hundred
    53  twenty-nine  of  the  social  services  law  regardless  of whether such
    54  program has a contract with or receive  funding  from  the  state.  Such
    55  information  shall  be  provided in accordance with the requirements set
    56  forth in subdivision two of section four hundred eighty-three-h  of  the

     1  social  services  law.  Such information shall be made available no less
     2  than once a year.
     3    §  5.  This  act shall take effect on the ninetieth day after it shall
     4  have become a law.
