          printed to be committed to the Committee on Judiciary

        AN ACT to amend the general construction law and the administrative code
          of the city of New York, in relation to making  daylight  saving  time
          the permanent standard time of the state and city of New York

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 52 of the general construction law, as  amended  by
     2  chapter 377 of the laws of 1955, is amended to read as follows:
     3    §  52. Time[,]; daylight saving time permanent state standard. [1. The
     4  standard time throughout this state is that of the seventy-fifth meridi-
     5  an of longitude west from Greenwich, except as hereinafter provided, and
     6  all courts and public officers,  and  legal  and  official  proceedings,
     7  shall be regulated thereby.
     8    2.  At]  Notwithstanding  how time is advanced pursuant to the federal
     9  uniform time act of 1966, 15 U.S.C. §260a, at two o'clock ante  meridian
    10  on  [the  last]  Sunday  [in  April of each year], March fourteenth, two
    11  thousand twenty, the  standard  time  throughout  this  state  shall  be
    12  advanced  one  hour from that of the seventy-fifth meridian of longitude
    13  west from Greenwich, and the time so advanced shall continue to  be  the
    14  year-round standard time throughout this state [until the last Sunday in
    15  October of the same year, when such standard time, as so advanced, shall
    16  be  retarded to that of the seventy-fifth meridian west from Greenwich];
    17  and [during such period in each year] all courts  and  public  officers,
    18  and  legal  and  official proceedings, shall be regulated [in accordance
    19  therewith] thereby.
    20    § 2. Section 2-106 of the administrative code of the city of New  York
    21  is amended to read as follows:
    22    §  2-106  Daylight saving time permanent city standard; effect thereof
    23  on public proceedings. [The standard time throughout  the  city  of  New
    24  York is that of the seventy-fifth meridian of longitude west from Green-
    25  wich,  except that] Notwithstanding how time is advanced pursuant to the
    26  federal uniform time act of 1966, 15 U.S.C. §260a, at two o'clock  ante-
    27  meridian  [of  the  last]  on Sunday [in April of each year such], March

     1  fourteenth, two thousand twenty, the standard time throughout  the  city
     2  shall  be  advanced  one  hour[, and at two o'clock ante-meridian of the
     3  last Sunday in October of each year, such standard time  shall,  by  the
     4  retarding  of one hour, be returned to the mean astronomical time of the
     5  seventy-fifth meridian of longitude west from Greenwich,] from  that  of
     6  the  seventy-fifth  meridian  of  longitude west from Greenwich, and the
     7  time so advanced shall continue  to  be  the  year-round  standard  time
     8  throughout this city; and all courts, public offices and legal and offi-
     9  cial proceedings shall be regulated thereby.
    10    §  3.  This act shall take effect upon the enactment into law by nine-
    11  teen states of the United States, other than this state, of  legislation
    12  having  an  identical  effect  with this act, but if such other nineteen
    13  states shall have already enacted such legislation, then it  shall  take
    14  effect  immediately;  and  provided  that  the  commissioner  of general
    15  services shall notify the legislative bill drafting commission upon  the
    16  occurrence  of the enactment of the legislation provided for in this act
    17  by such states in order that the commission may maintain an accurate and
    18  timely effective data base of the official text of the laws of the state
    19  of New York in furtherance of effecting the provisions of section 44  of
    20  the legislative law and section 70-b of the public officers law.
