          printed to be committed to the Committee  on  Education  --  committee
          discharged, bill amended, ordered reprinted as amended and recommitted
          to said committee
        AN ACT to amend the education law, in relation to requiring training for
          teachers,  administrators  and  supervisors  in  the area of childhood
          trauma
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Section  3004 of the education law is amended by adding a
     2  new subdivision 4-a to read as follows:
     3    4-a.  In recognizing the effects of trauma on the  child  development,
     4  the  commissioner shall prescribe regulations requiring that all persons
     5  applying on or after January first, two thousand nineteen for a teaching
     6  certificate or license as a teacher for the purposes pursuant to article
     7  eighty-nine of this chapter shall, in addition to all the other  certif-
     8  ication  or  licensing requirements, have completed enhanced course work
     9  or training in the area of trauma as it  relates  to  children  and  its
    10  impact  on child development and learning. In addition, such regulations
    11  shall require that enhanced training in the needs of children  who  have
    12  experienced trauma be provided to each certified school administrator or
    13  supervisor  assigned on or after January first, two thousand nineteen to
    14  serve as a school administrator or supervisor.  Such training  shall  be
    15  provided  prior to, or as soon as practicable following, assignment as a
    16  school administrator or  supervisor.    Individuals  serving  as  school
    17  administrators or supervisors as of January first, two thousand nineteen
    18  shall  complete  such training by such date. The enhanced course work or
    19  training shall be obtained from an institution  or  provider  which  has
    20  been  approved by the department to provide such course work or training
    21  in the needs  of  those  who  have  experienced  trauma,  provided  that
    22  enhanced  training  for  certified  school administrators or supervisors
    23  that meets standards prescribed by the commissioner may be  included  in
    24  the professional development provided by the school district or board of
    25  cooperative educational services to such administrators or supervisors.
    26    § 2. This act shall take effect immediately.
