          printed to be committed to the Committee on Rules

        AN ACT to amend the social services law, in relation  to  requiring  the
          commissioner  of  social  services  to submit a report on the services
          provided to human trafficking survivors

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. Section 17 of the social services law is amended by adding
     2  a new subdivision (d-1) to read as follows:
     3    (d-1) in consultation with the commissioner of the division of  crimi-
     4  nal  justice, submit a report to the governor, the speaker of the assem-
     5  bly, the temporary president of the senate and the chairs of the  assem-
     6  bly  and  senate  standing committee on social services, on the services
     7  provided to human trafficking survivors for the purpose of assessing the
     8  availability, utilization and necessity for such services.  The  initial
     9  report  shall  be  provided  one  year  after the effective date of this
    10  subdivision and annually thereafter and shall include, but not be limit-
    11  ed to, the following:
    12    (i) the number of human trafficking referrals made to  the  office  of
    13  temporary  and  disability  assistance including the number of confirmed
    14  cases;
    15    (ii) the number of human trafficking survivors that  received  housing
    16  and/or  services, with specific information about the type of housing or
    17  service;
    18    (iii) the number of human trafficking survivors that did  not  receive
    19  housing  and/or  services,  and an indication as to what type of housing
    20  and/or service was requested and whether such  housing  and/or  services
    21  were  denied  due  to a lack of availability or because the case was not
    22  confirmed; and
    23    (iv) information pertaining to  the  types  of  services  provided  by
    24  providers  such as: (1) the number of current contracts to provide hous-
    25  ing and services for human trafficking survivors and their annual  fund-
    26  ing  levels, broken down by contract; (2) the number of contracts and/or
    27  services that have ended, been terminated or not renewed and the  reason

     1  why; (3) the types of housing and/or services that are provided, as well
     2  as  the availability of such services, including the geographic location
     3  of such housing or service; and (4) any other information the office  of
     4  temporary and disability assistance deems appropriate.
     5    § 2. This act shall take effect on the one hundred eightieth day after
     6  it shall have become a law.
