        AN ACT to amend chapter 182 of the laws of 1960 amending the highway law
          relating  to providing that the Narrows Bridge shall be designated and
          known as "the Verrazano-Narrows Bridge", in relation to making a tech-
          nical correction thereto; and to amend the state law, the highway law,
          the navigation law, the environmental  conservation  law,  the  public
          authorities  law, and the administrative code of the city of New York,
          in relation to the Verrazzano-Narrows bridge
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Section 1 of chapter 182 of the laws of 1960 amending the
     2  highway law relating to providing  that  the  Narrows  Bridge  shall  be
     3  designated  and  known  as "the Verrazano-Narrows bridge", is amended to
     4  read as follows:
     5    Section 1. In recognition of the  bold  explorations  of  Giovanni  da
     6  [Verrazano]  Verrazzano  and his discovery of New York harbor in fifteen
     7  hundred twenty-four, the bridge to be constructed between Staten  Island
     8  and  Long  Island,  sometimes  referred  to as the Narrows bridge or the
     9  Brooklyn Richmond project, shall upon  construction  be  designated  and
    10  known as "The [Verrazano-Narrows] Verrazzano-Narrows Bridge"
    11    § 2. Subdivision 46 of section 121 of the state law, as added by chap-
    12  ter 16 of the laws of 2012, is amended to read as follows:
    13    46.  Forty-sixth  district.  In  the  county of Kings, the part of the
    14  borough of Brooklyn bounded by a line described as follows: Beginning at
    15  a point where Shore Road and 83rd Street  meet,  thence  easterly  along
    16  said  street  to  Narrows  Avenue, thence northerly along said avenue to
    17  81st Street, thence easterly along said street to Colonial Road,  thence
    18  northerly  along  said  road  to 80th Street, thence easterly along said
    19  street to Ridge Boulevard, thence northerly along said boulevard to 78th
    20  Street, thence easterly along said street to 3rd Avenue, thence souther-
    21  ly along said avenue to 79th Street,  thence  southeasterly  along  said
    22  street  to  7th Avenue southbound, thence northerly along said avenue to

    49  thence northerly along said line to the [Verrazano-Narrows]  Verrazzano-
    50  Narrows  Bridge,  thence easterly along said bridge to a point on a line
    51  extended southwesterly  to  the  [Verrazano-Narrows]  Verrazzano-Narrows
    52  Bridge,  thence northeasterly along said line extended to 4th Avenue and
    53  Shore Road to its intersection with 83rd Street, thence northerly  along
    54  Shore Road to the point and place of beginning.

     1    §  3.  The  paragraph  relating  to interstate route connection 512 of
     2  section 340-a of the highway law, as amended by chapter 453 of the  laws
     3  of 2008, is amended to read as follows:
     4    Interstate   Route  Connection  512.  Staten  Island  expressway  from
     5  Goethals  bridge  approach  to  [Verrazano-Narrows]   Verrazzano-Narrows
     6  bridge  approach,  Brooklyn-Queens  expressway  from [Verrazano-Narrows]
     7  Verrazzano-Narrows bridge  approach  to  Grand  Central  parkway,  Grand
     8  Central  parkway  from  Brooklyn-Queens  expressway to Robert F. Kennedy
     9  bridge approach, Major Deegan expressway from Robert F.  Kennedy  bridge
    10  approach to the Westchester county line connecting with interstate route
    11  502.
    12    § 4. Section 343-h of the highway law, as amended by chapter 97 of the
    13  laws  of  1998  and  as renumbered by chapter 14 of the laws of 1999, is
    14  amended to read as follows:
    15    § 343-h. Portion of the state highway system to be designated  as  the
    16  "POW-MIA Memorial Highway". All that portion of the state highway system
    17  located  in  Richmond  county  constituting  route 278 from the Goethals
    18  bridge to  the  [Verrazano-Narrows]  Verrazzano-Narrows  bridge  (Staten
    19  Island Expressway) shall be designated and known as the "POW-MIA Memori-
    20  al Highway".
    21    §  5.  Section  349-f of the highway law, as amended by chapter 558 of
    22  the laws of 2010, is amended to read as follows:
    23    § 349-f. New York city routes. The following existing or proposed main
    24  routes or thoroughfares, are designated herein, as aforesaid, viz.:
    25    New England thruway from  the  Westchester  county  line  to  Bruckner
    26  expressway;  Bruckner  expressway  from New England thruway to Robert F.
    27  Kennedy bridge approach; Hutchinson river parkway from  the  Westchester
    28  county line to the Bronx-Whitestone bridge approach; Bronx river parkway
    29  from  the  Westchester  county line to Bruckner expressway; Henry Hudson
    30  parkway from the Westchester county line to Miller highway excepting the
    31  Henry Hudson bridge, provided that no portion of this  route  from  West
    32  Seventy-second street to the Cross Bronx expressway shall be constructed
    33  or reconstructed so as to encroach in any way on or over any land mapped
    34  or  used  for park purposes except for such temporary encroachment of no
    35  more than ten feet in width from seventy-third street  to  seventy-sixth
    36  street  as may be essential during and for the purpose of reconstruction
    37  or repair of the existing roadway following which there  shall  be  full
    38  restoration  of  park  land;  Major Deegan expressway from the Robert F.
    39  Kennedy bridge to Central Park avenue at  the  Westchester  county  line
    40  together  with  a connection to Broadway and along Broadway to Manhattan
    41  college parkway; Cross Bronx expressway from  George  Washington  bridge
    42  approach  to  Throgs  Neck  bridge; Throgs Neck expressway from Bruckner
    43  expressway to Throgs Neck bridge; Arthur  V.  Sheridan  expressway  from
    44  Cross-Bronx  expressway  to  Bruckner  expressway;  Mosholu parkway from
    45  Henry Hudson parkway to Bronx river parkway; Bronx  and  Pelham  parkway
    46  from  Bronx river parkway to New England thruway; Boston road from Bronx
    47  and Pelham parkway to New England thruway;  Miller  highway  from  Henry
    48  Hudson  parkway  to  the  Hugh  L.  Carey tunnel; and from Hugh L. Carey
    49  tunnel to Brooklyn-Queens expressway; Franklin D. Roosevelt  drive  from
    50  the  Hugh  L.  Carey tunnel to Robert F. Kennedy bridge approach; Harlem
    51  river drive from Robert F. Kennedy bridge approach to George  Washington
    52  bridge  approach; Belt parkway including Gowanus parkway to Third avenue
    53  and Sixtieth street, Leif Erikson drive to Knapp street, Shore  parkway,
    54  Belt  parkway,  Southern  parkway  and Cross Island parkway from Hugh L.
    55  Carey tunnel to Bronx-Whitestone bridge approach; Nassau expressway from

     5  Verrazzano-Narrows  bridge  to  Third  avenue  at Gowanus parkway; Third
     6  Avenue from Gowanus expressway to Hamilton avenue; Hamilton Avenue  from
     7  Third  Avenue  to Hugh L. Carey tunnel; Queens boulevard from Queensbor-
     8  ough bridge approach to Van Wyck expressway; Van  Wyck  expressway  from
     9  Whitestone  expressway, including a connection to Grand Central parkway,
    10  to John F.  Kennedy  international  airport;  Woodhaven  boulevard  from
    11  Queens  boulevard  to Cross Bay parkway bridge northerly approach; Cross
    12  Bay parkway from Cross Bay bridge  southerly  approach  to  Short  Front
    13  parkway;  Shore Front parkway from Cross Bay parkway generally along the
    14  shore line of the Atlantic ocean to the Nassau expressway at the  Nassau
    15  county   line;  Queens-Midtown  expressway  from  Queens-Midtown  tunnel
    16  approach to Queens Boulevard;  Horace  Harding  expressway  from  Queens
    17  Boulevard  to  the  Nassau  county  line; a connection between Brooklyn-
    18  Queens expressway and  Northern  boulevard  in  the  vicinity  of  Grand
    19  Central  parkway;  Grand  Central  parkway from Robert F. Kennedy bridge
    20  approach to Nassau county line; Whitestone expressway from  Bronx-White-
    21  stone  bridge  approach  to  Van Wyck expressway and continuing to Grand
    22  Central parkway; Clearview expressway from Throgs Neck bridge to  Nassau
    23  expressway;  Richmond  parkway  from  Staten Island expressway to Outer-
    24  bridge crossing approach; Staten Island expressway from Goethals  bridge
    25  to  the  [Verrazano-Narrows] Verrazzano-Narrows bridge with a connection
    26  to Bayonne bridge; Willowbrook parkway from Staten Island expressway  to
    27  Great Kills park; West Shore expressway from Staten Island expressway to
    28  Outerbridge  crossing;  Shore Front drive northerly from the terminus of
    29  West Shore expressway at  Staten  Island  expressway,  thence  generally
    30  along  the shore lines of Kill Van Kull, the Narrows, Lower New York bay
    31  and Raritan bay to the approach to Outerbridge crossing.
    32    § 6. Section 91-a of the navigation law, as amended by chapter 197  of
    33  the laws of 1990, is amended to read as follows:
    34    § 91-a. Licensing  of  Hudson  river  pilots.  The commissioners, or a
    35  majority of them, shall license, for such terms as they may think  prop-
    36  er,  as  many  pilots  as they may deem necessary to pilot ships through
    37  that portion of the Hudson river specified in this act, the continuation
    38  of the Hudson river, and the main ship channel of  the  Upper  bay,  New
    39  York  harbor,  east  of  a  line from Robbins reef light to the tower at
    40  Staten Island borough hall and down to the [Verrazano-Narrows] Verrazza-
    41  no-Narrows Bridge, and such commissioners may specify in  such  licenses
    42  different  degrees  of  qualifications appropriate to different parts or
    43  branches of pilot duty, according to the competency of the applicant.
    44    § 7. Subdivision 1 of section 11-0306 of the  environmental  conserva-
    45  tion  law,  as  added  by chapter 612 of the laws of 1987, is amended to
    46  read as follows:
    47    1. There is established a Hudson River estuarine district which  shall
    48  include the tidal waters of the Hudson River, including the tidal waters
    49  of its tributaries and wetlands from the federal lock and dam at Troy to
    50  the [Verrazano-Narrows] Verrazzano-Narrows.
    51    § 8.  Section 553-f of the public authorities law, as amended by chap-
    52  ter 2 of the laws of 1993, is amended to read as follows:
    53    §  553-f.  Tokens.  Notwithstanding any inconsistent provision of law,
    54  but subject to agreements with noteholders and bondholders, the authori-
    55  ty shall offer for sale tokens with respect to residents of  the  county
    56  of  Richmond  and may, except as otherwise provided herein, regulate the

     1  use thereof. Tokens for residents of the county of Richmond shall  enti-
     2  tle  the purchaser to crossings over the [Verrazano-Narrows] Verrazzano-
     3  Narrows bridge at a reduced cost of eighty per  centum  of  the  regular
     4  crossing  fare imposed on nonresidents of the county of Richmond. In the
     5  event the authority shall impose a surcharge in addition to the  regular
     6  toll  for  crossings  over  the  [Verrazano-Narrows]  Verrazzano-Narrows
     7  bridge, such surcharge shall not be deemed a part of the regular  cross-
     8  ing  fare  for purposes of this section, and the tokens offered for sale
     9  to the residents of the county of Richmond as herein provided shall also
    10  entitle the purchaser to a permanent exemption from the payment  of  any
    11  such  surcharge  in  an amount equal to the amount of any such surcharge
    12  imposed during calendar year nineteen hundred ninety-three.  Application
    13  for such tokens or other payment devices shall be made in such manner as
    14  prescribed  by  the  authority and shall contain such information as the
    15  authority may reasonably require.
    16    § 9. Paragraph 35 of subdivision a of section 3-202 of the administra-
    17  tive code of the city of New York is amended to read as follows:
    18    35. Thirty-fifth District
    19    That part of the Borough of Staten Island bounded by a line  described
    20  as follows:
    21    BEGINNING  at a point in waters of Arthur Kill between border lines of
    22  New Jersey, and Richmond County, at Goethals Bridge,  proceeding  south-
    23  east,  to  Railroad cut, then proceeding east, to Gulf Avenue, to Staten
    24  Island Expressway, to Bengal Avenue, to Fahy Avenue, to  Arlene  Street,
    25  to  Lander  Avenue, to Richmond Avenue, to Victory Boulevard, to Willow-
    26  brook Road, to Watchogue Road, to Victory Boulevard, to Manor  Road,  to
    27  Ocean  Terrace, to Todt Hill Road, to Richmond Road, proceeding norther-
    28  ly, to Cromwell Avenue, to Hylan Boulevard, to Old Town Road, to  Staten
    29  Island Rapid Transit Line, proceeding north on Staten Island Rapid Tran-
    30  sit  Line,  to West Fingerboard Road, to Steuben Street, to Hylan Boule-
    31  vard, to Hickory  Avenue,  to  McClean  Avenue,  to  Lily  Pond  Avenue,
    32  extended  to  waters  of  Atlantic  Ocean; thence northerly and westerly
    33  through the Narrows, through the Kill Van  Kull  Waters,  including  the
    34  entire  part  of  the City of New York known as Snooter's Island, to the
    35  waters of the Arthur Kill, to the point  or  place  of  beginning;  this
    36  district  is  further  intended  to  include that part of the Borough of
    37  Brooklyn bounded by a line described as follows:
    38    BEGINNING at a point at the Brooklyn borough line  in  the  waters  of
    39  Gravesend  Bay  at  Twenty-sixth  Avenue,  extended to Harway Avenue, to
    40  Stillwell Avenue, to Avenue U, to West Ninth Street,  to  Avenue  T,  to
    41  West  Twelfth  Street, to Kings Highway, to Bay Parkway, to Seventy-sev-
    42  enth Street, to  Twentieth  Avenue,  to  Benson  Avenue,  to  Eighteenth
    43  Avenue,  to  Cropsey Avenue, to Bay Nineteenth Street, to Shore Parkway,
    44  to Shore Road extension, to Bay Eighth Street,  to  Cropsey  Avenue,  to
    45  Fourteenth  Avenue,  to  Poly Place, to Battery Avenue, thence northerly
    46  and westerly along the border of the United States  Government  reserva-
    47  tion  known  as  Fort  Hamilton, to Gowanus Expressway, to Fort Hamilton
    48  Parkway, to One Hundred First Street, to Fourth Avenue, extended in  the
    49  waters  of  The  Narrows, at the Brooklyn borough line, thence projected
    50  into the waters of the Lower Bay, on the north side of and  parallel  to
    51  the  [Verrazano  Narrows] Verrazzano-Narrows Bridge thence southerly and
    52  easterly to the point or place of beginning.
    53    § 10. The New York state department of transportation,  the  New  York
    54  city  department  of  transportation and the metropolitan transportation
    55  authority shall provide for the installation and maintenance of adequate
    56  signage in conformance with this act within such time and in such manner

     1  as they shall deem appropriate.   However, to  avoid  confusion  and  to
     2  limit  any  possible disruption of commerce, the designations called for
     3  pursuant to this act shall be one of ceremonial nature and the  official
     4  name of such bridge shall not be changed as a result of this act.
     5    §  11. Terms occurring in laws, regulations, contracts and other docu-
     6  ments.  Whenever Verrazano-Narrows Bridge or Verrazano Narrows Bridge is
     7  referred to or designated in any law, regulation, contract or  document,
     8  such  reference or designation shall be deemed to refer to the Verrazza-
     9  no-Narrows Bridge, and no such laws,  regulations,  contracts  or  other
    10  documents shall be thereby impaired in any way.
    11    § 12. This act shall take effect immediately.
