AN ACT

  

1

Amending the act of June 30, 2012 (P.L.   , No.9A), entitled "An

2

act to provide from the General Fund for the expenses of the

3

Executive and Judicial Departments, the State Government

4

Support Agencies and the General Assembly of the

5

Commonwealth, the public debt and the public schools for the

6

fiscal year July 1, 2012, to June 30, 2013, for certain

7

institutions and organizations, and for the payment of bills

8

incurred and remaining unpaid at the close of the fiscal year

9

ending June 30, 2012; to provide appropriations from the

10

State Lottery Fund, the Tobacco Settlement Fund, the Aviation

11

Restricted Revenue Account, the Hazardous Material Response

12

Fund, The State Stores Fund, the Milk Marketing Fund, the

13

Home Investment Trust Fund, the Emergency Medical Services

14

Operating Fund, the Tuition Payment Fund, the Banking

15

Department Fund, the Firearm Records Check Fund, the Ben

16

Franklin Technology Development Authority Fund, the Oil and

17

Gas Lease Fund, the Home Improvement Account and the

18

Cigarette Fire Safety and Firefighter Protection Act

19

Enforcement Fund, to the Executive Department; to provide

20

appropriations from the Judicial Computer System Augmentation

21

Account to the Judicial Department for the fiscal year July

22

1, 2012, to June 30, 2013; to provide appropriations from the

23

Motor License Fund for the fiscal year July 1, 2012, to June

24

30, 2013, for the proper operation of several departments of

25

the Commonwealth and the Pennsylvania State Police authorized

26

to spend Motor License Fund moneys; to provide for the

27

appropriation of Federal funds to the Executive Department of

28

the Commonwealth and for the payment of bills remaining

29

unpaid at the close of the fiscal year ending June 30, 2012;

30

and to provide for the additional appropriation of Federal

31

and State funds from the General Fund for the Executive

32

Department of the Commonwealth for the fiscal year July 1,

2011, to June 30, 2012, and for the payment of bills incurred

2

and remaining unpaid at the close of the fiscal year ending

3

June 30, 2012, and to provide appropriations from the Motor

4

License Fund, the Home Improvement Account and the Cigarette

5

Fire Safety and Firefighter Protection Act Enforcement Fund

6

for the fiscal year July 1, 2011, to June 30, 2012, and for

7

the payment of bills incurred and remaining unpaid at the

8

close of the fiscal year ending June 30, 2012," in special

9

provisions for Federal funds for 2012-2013, providing for

10

Insurance Department.

The General Assembly of the Commonwealth of Pennsylvania

12

hereby enacts as follows:

13

Section 1.  The act of June 30, 2012 (P.L.   , No.9A), known

14

as the General Appropriation Act of 2012, is amended by adding a

15

section to read:

16

Section 2007.  Insurance Department.--Notwithstanding any

17

other law, the Insurance Department is prohibited from spending

18

any grant moneys received from the Department of Health and

19

Human Services which are intended to plan, develop and implement

20

the insurance purchasing exchange and to educate consumers about

21

the exchange approved under the Patient Protection and

22

Affordable Care Act (Public Law 111-148, 124 Stat. 119).

23

Section 2.  The addition of section 2007 of the act shall

24

apply to transactions entered into on or after the effective

25

date of this section.

26

Section 3.  This act shall take effect immediately.
