| A RESOLUTION |
| |
1 | Memorializing the Congress of the United States to permit the |
2 | Commonwealth of Pennsylvania to reinstitute the electoral use |
3 | of manual, old-style lever voting machines. |
4 | WHEREAS, The right to vote and the right to have one's vote |
5 | counted are key values of our democratic government; and |
6 | WHEREAS, The United States and the Commonwealth of |
7 | Pennsylvania are obligated to ensure that every person's vote is |
8 | counted; and |
9 | WHEREAS, The implementation of electronic voting machines in |
10 | the Commonwealth of Pennsylvania has been a source of problems |
11 | and frustration for voters beginning November 7, 2006, when |
12 | electronic voting machine glitches in several counties forced |
13 | polls to extend their hours of operation; and |
14 | WHEREAS, Studies by the Massachusetts Institute of Technology |
15 | have shown that electronic voting machines are less reliable in |
16 | accurately counting votes and do not produce an independent |
17 | paper record of each vote to be used in the case of a recount or |
18 | statistical sampling; and |

1 | WHEREAS, A report commissioned by the State of Maryland found |
2 | that the electronic voting system showed a high risk of |
3 | compromise; and |
4 | WHEREAS, A study group known as the Caltech-MIT Voting |
5 | Technology Project found that lever machines were more accurate |
6 | than electronic voting machines; therefore be it |
7 | RESOLVED, That the House of Representatives of the |
8 | Commonwealth of Pennsylvania memorialize Congress to permit the |
9 | Commonwealth of Pennsylvania to reinstitute the electoral use of |
10 | manual, old-style lever voting machines; and be it further |
11 | RESOLVED, That copies of this resolution be transmitted to |
12 | the presiding officers of each house of Congress and to each |
13 | member of Congress from Pennsylvania. |
