INTRODUCED BY EMRICK, FREEMAN, CLYMER, HENNESSEY, KAUFFMAN, O'NEILL, ROCK, STERN AND YOUNGBLOOD, DECEMBER 7, 2011

REFERRED TO COMMITTEE ON TRANSPORTATION, DECEMBER 7, 2011

A RESOLUTION

1

Memorializing the Delaware River Joint Toll Bridge Commission to

2

rescind the toll rate increase approved in May 2011 and

3

implemented on July 1, 2011.

4

WHEREAS, In May 2011, the Delaware River Joint Toll Bridge

5

Commission approved a toll rate increase for passenger vehicles

6

of 25¢, thereby increasing the toll on the commission's seven

7

toll bridges by 33% from 75¢ to $1; and

8

WHEREAS, The commission also approved a toll rate increase

9

for trucks and commercial vehicles of 75¢ per axle, thereby

10

increasing the rate for a two-axle non-pickup truck from $2.50

11

per axle to $3.25, and from $3.25 to $4 per axle for any truck

12

with three or more axles; and

13

WHEREAS, Now, more than ever, it is imperative that public

14

officials focus on ways to reduce government spending and avoid

15

measures that place an excessive financial burden on the

16

citizens of Pennsylvania; and

17

WHEREAS, As an alternative to increasing bridge tolls, the

18

commission should scrutinize its expenditures to identify cost-

1

cutting measures; and

2

WHEREAS, The toll increase will likely divert motorists from

3

the commission's toll bridges to the commission's nontoll

4

bridges and, thereby, add to traffic congestion, increase the

5

risk of accidents and accelerate the rate of wear and tear on

6

the nontoll bridges; and

7

WHEREAS, It is in the public interest for the House of

8

Representatives to memorialize the commission to rescind the

9

toll rate increase approved in May 2011 and implemented on July

10

1, 2011; therefore be it

11

RESOLVED, That the House of Representatives memorialize the

12

Delaware River Joint Toll Bridge Commission to rescind the toll

13

rate increase approved in May 2011 and implemented on July 1,

14

2011; and be it further

15

RESOLVED, That copies of this resolution be transmitted to

16

the Governor of Pennsylvania, the Governor of New Jersey and the

17

Executive Director and the Board of Directors of the Delaware

18

River Joint Toll Bridge Commission.
