| A RESOLUTION |
| |
1 | Requesting the President of the United States to urge American |
2 | automobile manufacturers and the automotive retail industry |
3 | to offer a wider variety of vehicles that are powered by |
4 | diesel, bi-fuel and flex fuels for sale to the American |
5 | motoring public. |
6 | WHEREAS, Diesel fuel has powered engines since Rudolf Diesel |
7 | first received his patent for an internal combustion engine in |
8 | 1898; and |
9 | WHEREAS, Diesel engines have been used in cars since 1935 and |
10 | have been a common alternative to traditional gasoline engines |
11 | since the oil crisis of the 1970s; and |
12 | WHEREAS, Today, diesel cars account for approximately 40% of |
13 | new car sales in Europe compared to less than 4% in the United |
14 | States; and |
15 | WHEREAS, Diesel engines are approximately 20% more efficient |
16 | than standard gasoline engines and this increased fuel economy |
17 | allows diesel engines to operate cleaner than standard gasoline |
18 | engines and to emit less carbon dioxide; and |

1 | WHEREAS, Emissions standards and biodiesel blends have led to |
2 | reduced levels of carbon monoxide, sulfur and other greenhouse |
3 | gases emitted from diesel engines; and |
4 | WHEREAS, Automobiles powered by compressed natural gas, bi- |
5 | fuel vehicles capable of using standard gasoline or natural gas |
6 | and flex-fuel vehicles capable of running on various fuel types |
7 | are not as readily available in the United States as in other |
8 | countries; and |
9 | WHEREAS, Natural gas as an automotive fuel is cleaner and |
10 | less expensive than gasoline, and flex fuels like ethanol burn |
11 | much cleaner than traditional fossil fuels; and |
12 | WHEREAS, Although some American automobile manufacturers |
13 | offer vehicles with diesel, bi-fuel and flex-fuel engines, |
14 | foreign manufacturers lead this industry and few of such cars |
15 | are available for sale to the American public; and |
16 | WHEREAS, Both the United States Government and the |
17 | Commonwealth offer incentives for the purchase of alternative |
18 | fuel vehicles, such as those powered by bi-fuel and flex-fuel |
19 | engines; and |
20 | WHEREAS, The General Assembly, in conjunction with the |
21 | Governor, recently enacted Act 78 of 2008 requiring biodiesel |
22 | and ethanol blending content requirements and Act 2 of the |
23 | Special Session of 2008 establishing production incentives for |
24 | the biodiesel industry; therefore be it |
25 | RESOLVED, That the House of Representatives request the |
26 | President of the United States to urge American automobile |
27 | manufacturers and the automotive retailers to make more diesel- |
28 | powered, bi-fuel and flex-fuel automobiles for sale to the |
29 | American motoring public; and be it further |
30 | RESOLVED, That the House of Representatives urge American |

1 | automobile manufacturers to produce more diesel-powered, bi-fuel |
2 | and flex-fuel automobiles for sale to the American motoring |
3 | public; and be it further |
4 | RESOLVED, That the House of Representatives urge the American |
5 | automotive retail industry to offer more vehicles with a wider |
6 | variety of engine options powered by diesel, bi-fuel and flex- |
7 | fuels for sale to the American motoring public; and be it |
8 | further |
9 | RESOLVED, That a copy of this resolution be transmitted to |
10 | the President of the United States. |
