A RESOLUTION
Memorializing the Congress of the United States to oppose any
legislation legalizing Internet gambling.
WHEREAS, The Pennsylvania Lottery was established by the
General Assembly in 1971 to generate funds to benefit programs
for the Commonwealth of Pennsylvania's older residents; and
WHEREAS, The Pennsylvania Lottery is the only lottery in the
country that exclusively targets all of its proceeds to programs
for older residents; and
WHEREAS, According to the Department of Aging, more than 2.5
million people over the age of 60 live in Pennsylvania; and
WHEREAS, Lottery-funded benefit programs have contributed
more than $20 billion to a wide variety of programs for older
Pennsylvanians, including more than $915 million in fiscal year
2009-2010 alone; and
WHEREAS, The Pennsylvania Lottery's executive director has
expressed concern that the legalization of Internet gambling has
the potential to decimate lottery sales, diminish net profits

that fund vital services for older Pennsylvanians and
detrimentally impact the lottery's 8,700 business partners; and
WHEREAS, In addition to jeopardizing the success of the
Pennsylvania Lottery, legalizing Internet gambling would provide
nearly unfettered access to minors as well as individuals with
gambling problems; and
WHEREAS, It is in the best interest of every citizen of the
Commonwealth of Pennsylvania that the Pennsylvania Lottery
remain a successful enterprise; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania memorialize the Congress of the
United States to oppose any legislation that would legalize
Internet gambling; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the President of the United States, the presiding officers of
each house of Congress and to each member of Congress from
Pennsylvania.
