Bill Title: As introduced, allows a utility district commissioner, who failed to meet certain training and continuing education requirements, to be eligible for reappointment or reelection if those requirements are completed; provided, the utility district is not responsible for paying for any expenses incurred to attempt or complete the requirements. - Amends TCA Title 7 and Title 68.
