A BILL TO BE ENTITLED
 
AN ACT
  relating to authorization by the Texas Higher Education
  Coordinating Board for public junior colleges to offer
  baccalaureate degree programs.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 130.302, Education Code, as added by
  Chapter 766 (S.B. 2118), Acts of the 85th Legislature, Regular
  Session, 2017, is amended to read as follows:
         Sec. 130.302.  BACCALAUREATE DEGREE PROGRAMS; GENERAL
  AUTHORIZATION. The coordinating board may authorize public junior
  colleges to offer baccalaureate degree programs in any field as
  provided by this subchapter. Offering a baccalaureate degree
  program under this subchapter does not otherwise alter the role and
  mission of a public junior college.
         SECTION 2.  Sections 130.303(b) and 130.306(a) and (b),
  Education Code, as added by Chapter 766 (S.B. 2118), Acts of the
  85th Legislature, Regular Session, 2017, are repealed.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
