A BILL TO BE ENTITLED
 
AN ACT
  relating to the operation of and license plates for private buses.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 504.503, Transportation Code, is amended
  to read as follows:
         Sec. 504.503.  MUNICIPAL, MOTOR, AND PRIVATE BUSES. (a) The
  department shall issue without charge specialty license plates for:
               (1)  municipal buses;
               (2)  [,] motor buses; [,] and
               (3)  private buses that are designed to transport 16 or
  more passengers, including the driver.
         (b)  The license plates must include the words "City Bus,"
  "Motor Bus," or "Private Bus," as appropriate.
         SECTION 2.  Subchapter B, Chapter 522, Transportation Code,
  is amended by adding Section 522.016 to read as follows:
         Sec. 522.016.  PRIVATE BUS OPERATORS. (a) In this section,
  "private bus" has the meaning assigned by Section 502.001.
         (b)  A person who operates a private bus is not required to
  hold a commercial driver's license unless the private bus is
  designed to transport 16 or more passengers, including the driver.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
