A BILL TO BE ENTITLED
 
AN ACT
  relating to the issuance of permits for the analysis of human
  remains recovered on state archeological landmarks.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 191.054, Natural Resources Code, is
  amended by adding Subsection (a-1) to read as follows:
         (a-1)  The committee may issue a permit to a person described
  by Subsection (a) for analysis, including genetic analysis, of
  human remains at, in, or on a landmark if it is the opinion of the
  committee that the permit is in the best interest of the State of
  Texas.
         SECTION 2.  Section 191.131(b), Natural Resources Code, is
  amended to read as follows:
         (b)  No person, firm, or corporation may conduct an operation
  on any landmark, including the analysis of human remains, without
  first obtaining a permit and having the permit in the person's,
  firm's, [his] or corporation's [its] possession at the site of the
  operation, or conduct the operation in violation of the provisions
  of the permit.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
