A BILL TO BE ENTITLED
 
AN ACT
  relating to the types of vehicles regulated as neighborhood
  electric vehicles.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 551.301, Transportation Code, is amended
  to read as follows:
         Sec. 551.301.  DEFINITION. In this subchapter,
  "neighborhood electric vehicle" means an electric [a] vehicle that
  can attain a maximum speed of 35 miles per hour on a paved level
  surface and otherwise complies with:
               (1)  Federal Motor Vehicle Safety Standards applicable
  to motorcycles in 49 C.F.R. Part 571 for a vehicle that has at least
  three wheels in contact with the ground; or
               (2)  Federal Motor Vehicle Safety Standard 500 (49
  C.F.R. Section 571.500) for low-speed vehicles.
         SECTION 2.  This Act takes effect September 1, 2019.
