A BILL TO BE ENTITLED
 
AN ACT
  relating to the placement and construction of a memorial plaza
  commemorating the Bill of Rights on the Supreme Court Building
  plaza.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 443, Government Code, is amended by
  adding Section 443.0141 to read as follows:
         Sec. 443.0141.  BILL OF RIGHTS PLAZA. (a) Subject to
  Subsection (b), the State Preservation Board and the Texas
  Facilities Commission may:
               (1)  authorize the placement and construction of a
  memorial plaza commemorating the federal Bill of Rights on the
  plaza in front of the Supreme Court Building; and
               (2)  jointly determine matters relating to the
  location, content, design, construction, and maintenance of the
  memorial plaza on property under the jurisdiction of the board or
  the commission.
         (b)  Public money may not be used to finance the design or
  construction of the memorial plaza.
         (c)  The board and the commission may adopt rules necessary
  to implement and administer this section.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
