A BILL TO BE ENTITLED
 
AN ACT
  relating to grants awarded under the grant program to reduce
  recidivism, arrest, and incarceration of individuals with mental
  illness.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 531.0993, Government Code, is amended by
  adding Subsection (j) to read as follows:
         (j)  Notwithstanding any other provision of this section,
  the commission may award a grant under this section for the state
  fiscal year beginning on September 1, 2019, only to a community
  collaborative in a county with a population of 555,000 or more that
  is adjacent to a county with a population of 3.3 million or more.
  This subsection expires August 31, 2020.
         SECTION 2.  This Act takes effect September 1, 2019.
