A BILL TO BE ENTITLED
 
AN ACT
  relating to the burial of convict leasing victims and the
  establishment of a convict leasing victims memorial museum.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 442, Government Code, is
  amended by adding Sections 442.033 and 442.034 to read as follows:
         Sec. 442.033.  CONVICT LEASING VICTIM BURIAL TREATMENT PLAN.
  The commission shall develop a comprehensive burial treatment plan
  for the remains of the 95 convict leasing victims discovered in 2018
  at the site of the former Imperial State Prison Farm in Sugar Land.
         Sec. 442.034.  CONVICT LEASING VICTIMS MEMORIAL MUSEUM.  (a)  
  The commission shall establish a convict leasing victims memorial
  museum to educate the public about the history and aftereffects of
  convict leasing in this state.
         (b)  The commission shall employ a historian and other
  personnel to administer the museum.
         (c)  The commission may solicit and accept gifts, donations,
  and grants of money or property from any public or private source to
  be used for the purposes of this section.
         SECTION 2.  This Act takes effect September 1, 2019.
