A BILL TO BE ENTITLED
 
AN ACT
  relating to proof of United States citizenship for the issuance or
  renewal of a personal automobile insurance policy.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 1951, Insurance Code, is amended by
  adding Section 1951.005 to read as follows:
         Sec. 1951.005.  PROOF OF CITIZENSHIP REQUIRED. An agent or
  insurer, including a county mutual insurance company, may not
  deliver, issue for delivery, or renew in this state a personal
  automobile insurance policy unless the proposed insured provides to
  the agent or insurer one of the following documents as proof of
  United States citizenship:
               (1)  an unexpired passport issued to the person;
               (2)  a certified copy of a birth certificate or other
  document confirming the person's birth that is admissible in a
  court of law and establishes the person's identity; or
               (3)  United States citizenship papers issued to the
  person.
         SECTION 2.  The change in law made by this Act applies only
  to a personal automobile insurance policy that is delivered, issued
  for delivery, or renewed on or after January 1, 2020.
         SECTION 3.  This Act takes effect September 1, 2019.
