A BILL TO BE ENTITLED
 
AN ACT
  relating to toll collection and enforcement by private participants
  in certain comprehensive development agreements with the Texas
  Department of Transportation.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 223.208, Transportation Code, is amended
  by adding Subsection (i) to read as follows:
         (i)  Sections 228.0545, 228.0546, and 228.0547 do not apply
  to toll collection by a private participant or subcontractor under
  a comprehensive development agreement for a toll project located in
  a county with a population of 3.3 million or more if the agreement
  was
  entered into before September 1, 2017.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
