A BILL TO BE ENTITLED
 
AN ACT
  relating to a report on cost savings attributable to the Medicaid
  managed care program.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 533, Government Code, is
  amended by adding Section 533.037 to read as follows:
         Sec. 533.037.  REPORT ON PROGRAM SAVINGS. Not later than
  December 1 of each even-numbered year, the commission shall submit
  to the legislature a written report that specifies, for each of the
  two preceding state fiscal years:
               (1)  the amount of money appropriated to the commission
  for the Medicaid managed care program that was not spent;
               (2)  the amount of profit sharing received under
  Section 533.014;
               (3)  the estimated savings resulting from access to
  preventive care and improved quality of health care services for
  recipients; and
               (4)  a comparison of the total cost of providing
  services to recipients for that state fiscal year with the total
  cost of providing those services in the preceding state fiscal
  year, adjusted to eliminate the effects of program enrollment
  growth.
         SECTION 2.  Not later than December 1, 2020, the Health and
  Human Services Commission shall submit the first report required by
  Section 533.037, Government Code, as added by this Act.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
