A BILL TO BE ENTITLED
 
AN ACT
  relating to the designation of a cybersecurity coordinator by each
  school district.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter D, Chapter 37, Education Code, is
  amended by adding Section 37.116 to read as follows:
         Sec. 37.116.  DISTRICT CYBERSECURITY. (a)  In this section,
  "cybersecurity" means the measures taken to protect a computer,
  computer network, computer system, or other technology
  infrastructure against unauthorized use or access.
         (b)  The superintendent of each school district shall
  designate a cybersecurity coordinator to serve as a liaison between
  the district and the agency in cybersecurity matters.
         (c)  The district's cybersecurity coordinator shall report
 
  to the agency as soon as practicable after the discovery of:
               (1)  any breach of system security, as defined by
  Section 521.053, Business & Commerce Code, that occurs in the
  district; or
               (2)  any unauthorized attempt to acquire computerized
  data from a district's computer, computer network, computer system,
  or other technology infrastructure that disrupts the normal
  operations of the district.
         (d)  Information reported under Subsection (c) is
  confidential and not subject to disclosure under Chapter 552,
  Government Code.
         SECTION 2.  This Act takes effect September 1, 2019.
