AN ACT
  relating to the transfer, sale, or exchange of real property or an
  interest in real property between the City of Austin and a state
  agency.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 2166.052, Government Code, is amended by
  adding Subsection (d) to read as follows:
         (d)  If an agreement under Subsection (c) provides for a
  transfer, sale, or exchange to be credited against future property
  or interests to be transferred, sold, or exchanged between the
  parties, the City of Austin may use any amount credited in the
  city's favor in a transfer, sale, or exchange of real property or an
  interest in real property with any state agency other than an
  institution of higher education as defined by Section 61.003,
  Education Code.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
