A BILL TO BE ENTITLED
 
AN ACT
  relating to a prohibition on lottery advertisement and promotion in
  certain low income counties.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 466.110, Government Code, is amended to
  read as follows:
         Sec. 466.110.  PROHIBITED ADVERTISEMENTS. (a) The
  legislature intends that advertisements or promotions sponsored by
  the commission or the division for the lottery not be of a nature
  that unduly influences any person to purchase a lottery ticket or
  number.
         (b)  The commission or a lottery operator may not advertise
  or promote the lottery in a county with a per capita income at or
  below 150 percent of the federal poverty level.
         (c)  A sales agent operating in a county described by
  Subsection (b) may advertise or promote the lottery within the
  sales agent's place of business.
         SECTION 2.  This Act takes effect September 1, 2019.
