A BILL TO BE ENTITLED
 
AN ACT
  relating to community development by municipal management
  districts in certain counties.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter E, Chapter 375, Local Government
  Code, is amended by adding Section 375.099 to read as follows:
         Sec. 375.099.  COMMUNITY DEVELOPMENT IN CERTAIN COUNTIES.
  (a)  
  This section applies only to a district in a county with a
  population of more than two million that is adjacent to another
  county with a population of more than one million. 
         (b)  The district may develop and administer a community and
  economic development program described by Section 381.004(b)(2),
  (5), (6), or (7) in the same manner as a commissioners court.
         (c)  If the municipality creates a tax increment
  reinvestment zone under Chapter 311, Tax Code, the municipality, by
  contract with the district, may grant money deposited in the tax
  increment fund to the district to be used by the district for the
  purposes permitted for money granted to a corporation under Section
  380.002(b), Local Government Code.
         (d)  The district may require that a person who receives a
  financial incentive or benefit from the district for construction
  or the development of property in the district provide support for a
  community development project in the district.
         SECTION 2.  This Act takes effect September 1, 2019.
