| relating to the allocation of funds under the Jobs and Education for | ||
| Texans (JET) Grant Program. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 134.004, Education Code, is amended by | ||
| adding Subsection (c) to read as follows: | ||
| (c) The commission shall allocate at least 25 percent of the | ||
| funds available for grants under this chapter in a state fiscal year | ||
| to grants to public junior colleges, public technical institutes, | ||
| public state colleges, and independent school districts all or part | ||
| of which are located in a county that has an unemployment rate that | ||
| is greater than the state average unemployment rate, a per capita | ||
| income that is less than the state average per capita income, and a | ||
| per capita poverty rate exceeding 1-1/2 times the per capita state | ||
| poverty rate. The commission shall adopt rules to administer this | ||
| subsection, including for identifying entities that qualify for | ||
| grants under this subsection. | ||
| SECTION 2. This Act applies beginning with grants awarded | ||
| for the state fiscal year that begins September 1, 2020. | ||
| SECTION 3. This Act takes effect September 1, 2019. | ||
