A BILL TO BE ENTITLED
 
AN ACT
  relating to the allocation of funds under the Jobs and Education for
  Texans (JET) Grant Program.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 134.004, Education Code, is amended by
  adding Subsection (c) to read as follows:
         (c)  The commission shall allocate at least 25 percent of the
  funds available for grants under this chapter in a state fiscal year
  to grants to public junior colleges, public technical institutes,
  public state colleges, and independent school districts all or part
  of which are located in a county that has an unemployment rate that
  is greater than the state average unemployment rate, a per capita
  income that is less than the state average per capita income, and a
  per capita poverty rate exceeding 1-1/2 times the per capita state
  poverty rate. The commission shall adopt rules to administer this
  subsection, including for identifying entities that qualify for
  grants under this subsection.
         SECTION 2.  This Act applies beginning with grants awarded
  for the state fiscal year that begins September 1, 2020.
         SECTION 3.  This Act takes effect September 1, 2019.
