A BILL TO BE ENTITLED
 
AN ACT
  relating to a requirement that public institutions of higher
  education provide certain information regarding certain women's
  health programs to students.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter Z, Chapter 51, Education Code, is
  amended by adding Section 51.9196 to read as follows:
         Sec. 51.9196.  REQUIRED INFORMATION REGARDING WOMEN'S
  HEALTH PROGRAMS. (a) In this section, "institution of higher
  education" has the meaning assigned by Section 61.003.
         (b)  During the fall semester of each academic year, an
  institution of higher education shall distribute by e-mail to each
  student enrolled at the institution information regarding women's
  health programs administered by the Health and Human Services
  Commission, including information about: 
               (1)  the eligibility requirements for those programs;
  and
               (2)  the enrollment procedures for those programs,
  including a link to the Health and Human Services Commission's
  Internet website that hosts that enrollment information.
         SECTION 2.  Section 51.9196, Education Code, as added by
  this Act, applies beginning with the 2019 fall semester.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
