relating to a study and report on the establishment and | ||
implementation of a program that provides financial assistance to | ||
property owners who offer housing to veterans at risk of | ||
homelessness. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. (a) The comptroller of public accounts shall | ||
conduct a study to evaluate the feasibility, methods, and costs of | ||
establishing and implementing a program that provides financial | ||
assistance to property owners who offer housing to veterans at risk | ||
of homelessness. | ||
(b) In conducting the study, the comptroller shall: | ||
(1) evaluate and identify any sources of funding that | ||
might be available to cover the probable cost of the program; | ||
(2) evaluate methods that have been implemented by | ||
other states to provide a similar program; and | ||
(3) identify the state agency or agencies that could | ||
most efficiently implement and administer the program. | ||
(c) Not later than September 1, 2020, the comptroller shall | ||
submit to the legislature a written report on the results of the | ||
study and any recommendations for legislative or other action. | ||
(d) This Act expires September 1, 2021. | ||
SECTION 2. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2019. |
