R E S O L U T I O N
 
         WHEREAS, A life lived with joy and purpose drew to a close
  with the passing of Pamela M. Phelps of Center on June 8, 2017, at
  the age of 61; and
         WHEREAS, The only daughter of Harvey and Mary Sutton, the
  former Pam Sutton was born in Galveston County, where she grew up
  with the companionship of her brothers, Richard and Russell; and
         WHEREAS, In 1975 she wed Jerry Phelps, with whom she shared a
  rewarding marriage that spanned four decades; the couple became the
  proud parents of two children, Valerie and Nathan, and with the
  passing years, Mrs. Phelps had the privilege of seeing her family
  grow to include four grandchildren, Maggie, Mollie Kate, Kiptyn,
  and Baylin; and
         WHEREAS, Shortly after their wedding, Mr. and Mrs. Phelps
  moved to Center and formed a circle of close friends; Mrs. Phelps
  was active in her community, serving as executive director of the
  Shelby County Chamber of Commerce and in leadership roles with the
  Beta Sigma Phi sorority, and with her congregation at First United
  Methodist Church; she also held a realtor's license and worked with
  Town and Country Real Estate; and
         WHEREAS, Mrs. Phelps was a skilled cook and a gracious host,
  and she enjoyed entertaining guests whether at home or on the
  Bolivar Peninsula, where her family vacationed every summer; and
         WHEREAS, A natural caretaker and a devoted friend to many,
  Pam Phelps brightened the world for all who knew her, and they will
  forever hold her close in their hearts; now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature, 1st Called Session, hereby pay tribute to the memory
  of Pamela M. Phelps and extend heartfelt sympathy to all who mourn
  her passing; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for her family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Pam Phelps.
