BE IT RESOLVED by the House of Representatives of the State of | ||
Texas, 86th Legislature, Regular Session, 2019, That House Rule 13, | ||
Section 9(a), be suspended in part as provided by House Rule 13, | ||
Section 9(f), to enable the conference committee appointed to | ||
resolve the differences on House Bill 3745 (the Texas emissions | ||
reduction plan fund and account) to consider and take action on the | ||
following matter: | ||
House Rule 13, Section 9(a)(1), is suspended to permit the | ||
committee to amend text not in disagreement in proposed SECTION | ||
1.07 of the bill, in amended Section 386.252(a)(9), Health and | ||
Safety Code, to read as follows: | ||
(9) at least $6 million but not more than $16 [ |

administrative costs, including all direct and indirect costs for | ||
administering the plan, costs for conducting outreach and education | ||
activities, and costs attributable to the review or approval of | ||
applications for marketable emissions reduction credits; | ||
Explanation: The change is necessary to ensure that | ||
sufficient funds are available to the Texas Commission on | ||
Environmental Quality for costs associated with the administration | ||
of the Texas emissions reduction plan. | ||
