A BILL TO BE ENTITLED
 
AN ACT
  relating to an ongoing review of the public school finance system by
  the Texas Education Agency.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 42, Education Code, is
  amended by adding Section 42.013 to read as follows:
         Sec. 42.013.  REVIEW OF SCHOOL FINANCE. (a) The agency shall
  conduct a review of the following elements of the public school
  finance system on a six-year cycle according to the following
  schedule:
               (1)  in the first biennium of the cycle:
                     (A)  the basic allotment under Section 42.101;
                     (B)  the transportation allotment under Section
  42.155; and
                     (C)  the new instructional facility allotment
  under Section 42.158;
               (2)  in the second biennium of the cycle:
                     (A)  the cost of education adjustment under
  Section 42.102;
                     (B)  the small and mid-sized district adjustment
  under Section 42.103; and
                     (C)  the special education allotment under
  Section 42.151; and
               (3)  in the third biennium of the cycle:
                     (A)  the compensatory education allotment under
  Section 42.152;
                     (B)  the bilingual education allotment under
  Section 42.153; and
                     (C)  the career and technology education
  allotment under Section 42.154.
         (b)  Not later than December 1 of each even-numbered year,
  the agency shall submit to the governor, the lieutenant governor,
  and the speaker of the house of representatives a report on the
  results of the review for the applicable biennium and any
  recommendations for legislative or other action.
         SECTION 2.  Not later than December 1, 2020, the Texas
  Education Agency shall submit to the governor, the lieutenant
  governor, and the speaker of the house of representatives its
  initial report required under Section 42.013, Education Code, as
  added by this Act.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
