A BILL TO BE ENTITLED
 
AN ACT
  relating to the creation of a housing repair grant pilot program for
  property owners who provide housing to recipients of certain
  federal housing assistance.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter K, Chapter 2306, Government Code, is
  amended by adding Section 2306.2591 to read as follows:
         Sec. 2306.2591.  HOUSING REPAIR GRANT PILOT PROGRAM. (a)
  The department shall establish and administer a pilot program to
  provide grants to property owners who offer housing to recipients
  of assistance provided through the housing choice voucher program
  authorized under Section 8, United States Housing Act of 1937 (42
  U.S.C. Section 1437f), including assistance provided through a
  supportive housing program for homeless veterans authorized under
  Section 8(o)(19), United States Housing Act of 1937 (42 U.S.C.
  Section 1437f(o)(19)).
         (b)  A grant made under the program must be:
               (1)  made from available money in the housing trust
  fund; and
               (2)  with respect to the housing offered to recipients
  of the assistance described by Subsection (a), used by the property
  owner only to establish or maintain compliance with the housing
  quality standards established under Section 8, United States
  Housing Act of 1937 (42 U.S.C. Section 1437f).
         (c)  The department shall adopt rules necessary to
  administer the program. Rules adopted under this section must
  establish eligibility requirements for participation in the
  program, including proof of the need for and the completion of
  repairs.
         (d)  This section expires September 1, 2021.
         SECTION 2.  This Act takes effect September 1, 2019.
