A BILL TO BE ENTITLED
 
AN ACT
  relating to an appropriation of money from the general revenue fund
  to the State Soil and Water Conservation Board for the purpose of
  eradicating Carrizo cane, contingent on the receipt of federal
  funds for the same purpose.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  APPROPRIATION. If the State Soil and Water
  Conservation Board receives at least $10 million in federal funds
  for use during the state fiscal biennium ending August 31, 2021, for
  the purpose of eradicating Carrizo cane along the Rio Grande River,
  then the amount of $10 million is appropriated from the general
  revenue fund to the State Soil and Water Conservation Board for the
  state fiscal biennium ending August 31, 2021, for the purpose of
  eradicating Carrizo cane along the Rio Grande River.
         SECTION 2.  FISCAL RESPONSIBILITY.  The State Soil and Water
  Conservation Board is required to implement a provision of this Act
  only if the legislature appropriates money specifically for that
  purpose.  If the legislature does not appropriate money
  specifically for that purpose, the board may, but is not required
  to, implement a provision of this Act using other appropriations
  available for that purpose.
         SECTION 3.  EFFECTIVE DATE.  This Act takes effect September
  1, 2019.
