BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. APPROPRIATION. If the State Soil and Water | ||
Conservation Board receives at least $10 million in federal funds | ||
for use during the state fiscal biennium ending August 31, 2021, for | ||
the purpose of eradicating Carrizo cane along the Rio Grande River, | ||
then the amount of $10 million is appropriated from the general | ||
revenue fund to the State Soil and Water Conservation Board for the | ||
state fiscal biennium ending August 31, 2021, for the purpose of | ||
eradicating Carrizo cane along the Rio Grande River. | ||
SECTION 2. FISCAL RESPONSIBILITY. The State Soil and Water | ||
Conservation Board is required to implement a provision of this Act | ||
only if the legislature appropriates money specifically for that | ||
purpose. If the legislature does not appropriate money | ||
specifically for that purpose, the board may, but is not required | ||
to, implement a provision of this Act using other appropriations | ||
available for that purpose. | ||
SECTION 3. EFFECTIVE DATE. This Act takes effect September | ||
1, 2019. |
