A BILL TO BE ENTITLED
 
AN ACT
  relating to the board of directors of the Greater East End
  Management District.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subsections (a) and (b), Section 3807.052,
  Special District Local Laws Code, are amended to read as follows:
         (a)  The mayor and members of the governing body of the City
  of Houston shall appoint directors from persons recommended by:
               (1)  the board; and
               (2)  the state senator and state representative who
  represent the largest area of the district as of April 1, 2010.  
  [Notwithstanding Subchapter D, Chapter 375, Local Government Code,
  to be qualified to serve as director, a person must be at least 18
  years of age and:
               [(1)  be a resident of the district; or
               [(2)  have a district business interest.]
         (b)  Appointments to the board must ensure that[:
               [(1)]  at least one-third [60 percent] of the directors
  are residents of the district[; and
               [(2)     each director who does not reside in the district
  has a district business interest].
         SECTION 2.  Subsection (c), Section 3807.052, Special
  District Local Laws Code, is repealed.
         SECTION 3.  (a)  The change in law made by this Act applies
  only to a person appointed to the board of directors of the Greater
  East End Management District on or after the effective date of this
  Act.
         (b)  The change in law made by this Act does not affect the
  right of a person appointed to the board of directors of the Greater
  East End Management District before the effective date of this Act
  to continue to serve on the board until the person's term expires.
         SECTION 4.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2011.
