A BILL TO BE ENTITLED
 
AN ACT
  relating to a bill of rights for home health care attendants
  employed at certain long-term care facilities.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 531, Government Code, is
  amended by adding Section 531.0586 to read as follows:
         Sec. 531.0586.  BILL OF RIGHTS FOR HOME HEALTH CARE
  ATTENDANTS AT CERTAIN LONG-TERM CARE FACILITIES. (a) The
  commission, in collaboration with the Texas Workforce Commission,
  shall prepare and publish on the commission's Internet website a
  bill of rights for home health care attendants employed by a
  long-term care facility licensed under Chapter 103, Human Resources
  Code, or Chapter 242, 247, 248A, or 252, Health and Safety Code.
         (b)  The bill of rights must include a description of any
  federal or state labor laws applicable to home health care
  attendants.
         (c)  A facility described by Subsection (a) must provide each
  home health care attendant employed by the facility with a copy of
  the bill of rights.
         SECTION 2.  This Act takes effect September 1, 2019.
