A BILL TO BE ENTITLED
 
AN ACT
  relating to a study of the best practices of river authorities.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) The Texas Water Development Board shall
  conduct a study of the best practices of river authorities. The
  study must address at least an authority's:
               (1)  pre-release policies;
               (2)  gauging; and
               (3)  alert systems.
         (b)  Not later than December 1, 2020, the Texas Water
  Development Board shall submit to the governor, the lieutenant
  governor, and the speaker of the house of representatives a report
  on the findings of the study.
         (c)  This section expires January 1, 2021.
         SECTION 2.  This Act takes effect September 1, 2019.
