A BILL TO BE ENTITLED
 
AN ACT
  relating to an investigation unit within the Health and Human
  Services Commission for certain unlicensed child-care facilities.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 531, Government Code, is
  amended by adding Section 531.0084 to read as follows:
         Sec. 531.0084.  INVESTIGATION UNIT FOR UNLICENSED
  CHILD-CARE FACILITIES. (a) The executive commissioner shall
  maintain a unit within the child-care licensing division of the
  commission consisting of investigators whose primary
  responsibility is to identify unlicensed child-care facilities and
  to initiate appropriate enforcement actions against those
  facilities.
         (b)  The executive commissioner shall assign at least 35
  full-time equivalent positions for the unit described by Subsection
  (a).
         SECTION 2.  As soon as possible after the effective date of
  this Act, the executive commissioner of the Health and Human
  Services Commission shall establish the investigation unit
  required by Section 531.0084, Government Code, as added by this
  Act.
         SECTION 3.  This Act takes effect September 1, 2019.
