Summary

To eliminate the discretion of the Secretary of Homeland Security regarding the definition of the term "official purpose" as it applies to drivers' licenses and personal identification cards, and for other purposes. This bill amends the Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Tsunami Relief, 2005 to eliminate the discretionary authority of the Department of Homeland Security to determine what is considered an "official purpose" for purposes of federal agency acceptance of state-issued drivers' licenses and personal identification cards.
