Summary
Strengthens penalties for federal employees who violate the Anti-Deficiency Act. Additionally, the bill authorizes an agency to award a cash payment to an employee who discloses a potential violation of the Anti-Deficiency Act, and it requires the Inspector General of each agency to assess biennially whether any such violation occurred at the agency.
