Summary

Requires the U.S. Army Corps of Engineers to consider the benefits of an emergency project to navigation when preparing a cost and benefit feasibility assessment for the project. Such projects include those involving (1) emergency response to a natural disaster, (2) flood fighting and rescue operations, or (3) the repair or restoration of any flood control work threatened or destroyed by flood.
