Prohibits Department of Homeland Security personnel from preventing a citizen or permanent resident of the United States to board a flight or a cruise ship as a passenger based on their inclusion on a no fly list, no transport list, selectee list, or terrorist watchlist unless they have been convicted of a federal crime of terrorism.
