Summary

Addresses noise mitigation through soundproofing and other strategies in the communities surrounding San Francisco International Airport (SFO). Specifically, the bill permits SFO to conduct a noise compatibility program by installing residential noise dampening windows, residential noise insulation, and other residential improvements to reduce or to mitigate the noise impacts of the operations of the airport; authorizes the Department of Transportation to provide grants for a program of residential noise mitigation and soundproofing for residential buildings near SFO; sets forth requirements for the noise compatibility program near SFO; and authorizes SFO to use both federal and airport funds to conduct the program.
