Summary

Requires the Department of Energy (DOE) to establish two programs concerning coal-derived carbon products. First, DOE must establish a program of research, development, and demonstration for carbon engineering solutions to enable new uses for coal-derived carbon for a variety of purposes, such as commercial, military, or medical purposes. Second, DOE must establish a pilot and demonstration program to accelerate the commercial deployment of coal-carbon products.
