(1) cancels the repayment requirement for all uncollected amounts owed with respect to community disaster loans made by the federal government between January 1, 2011, and the enactment of this bill; and (2) changes from January 1, 2016, to January 1, 2011, the applicability date for the waiver of the prohibition against duplication of certain disaster-related benefits.
