Summary
Generally prohibits states from counting ballots that are received after the date of a federal election. However, the prohibition does not apply to absentee ballots that are cast by uniformed service members, their family members, or overseas citizens.
Title
To amend the Help America Vote Act of 2002 to prohibit a State from counting a ballot cast in an election for Federal office which is received by the State after the date of the election.
