Summary

This joint resolution nullifies the Environmental Protection Agency's rule that repealed the Clean Power Plan, which established emission guidelines for states to follow in limiting carbon dioxide emissions from existing power plants; finalized the Affordable Clean Energy rule, which replaced the Clean Power Plan with emission guidelines for states to use when developing plans to limit carbon dioxide; and revised requirements that govern the process under which the EPA and states develop emission standards for pollutants emitted by existing stationary sources.
