Summary
Social media providers; threats of violence. Requires a social media provider to report to the appropriate law-enforcement agency any threat of violence against any person in the Commonwealth posted or communicated via a user message on any website or other application operated by the social media provider. The measure requires the social media provider to determine the appropriate law-enforcement agency based on the physical location of (i) the user who posted or communicated the threat of violence and (ii) the person who is the subject of the threat of violence, if such location information is available. The measure provides that a social media provider that becomes aware of a threat of violence and fails to immediately report such threat of violence to the appropriate law-enforcement agency is liable for any damages thereafter sustained by any person who was the subject of a threat of violence as the result of any incident of violence that is perpetrated by the user who posted the threat of violence.
