Be it enacted by the General Assembly of Virginia:

1. §1. The Department of Transportation (the Department) shall conduct a review of its Arterial Preservation Program. In conducting such review, the Department shall (i) consider, in consultation with the Virginia Economic Development Partnership, the impact of the Arterial Preservation Program on economic development projects in rural communities and (ii) solicit input from local and state economic officials. The Department shall complete its meetings by November 30, 2019, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2020 Regular Session of the General Assembly and shall be posted on the General Assembly's website The Commissioner of the Department shall provide such report and a presentation on such review to the House Appropriations Committee and the Senate Finance Committee.
