AMENDMENT IN THE NATURE OF A SUBSTITUTE
(Proposed by the House Committee on Transportation
on January 31, 2019)

A BILL to require the Department of Transportation to evaluate combined operations of the Dulles Toll Road and the Dulles Greenway; report.

Be it enacted by the General Assembly of Virginia:

1. §1. The Department of Transportation (Department) shall evaluate potential opportunities for increased efficiency through combined operations of the Dulles Toll Road and the Dulles Greenway. In such evaluation, the Department shall examine the degree to which combined operations could facilitate, among other things, (i) lower toll rates, (ii) distance-based pricing, and (iii) increased person throughput along the Dulles Toll Road and the Dulles Greenway corridor. Further, the evaluation shall examine public and private financing options to facilitate combined operations. The Department shall report to the House and Senate Committees on Transportation, the House Committee on Appropriations, and the Senate Committee on Finance on its findings no later than July 1, 2020.
